As COP30 approaches, it’s time to get fossil fuel subsidy phase-out back into the COP outcomes – stronger than before.

💡 Why this matters:
At COP29, the $300 billion NCQG fell short of global needs, eroding trust and weakening developed countries’ finance obligations under the UNFCCC and Paris Agreement. Meanwhile, the Baku-to-Belém Roadmap risks becoming a non-binding report unless Parties act decisively at COP30.

🔥 We demand:
1️⃣ A strong COP30 decision on climate finance that:
• Recalls Decision 1/CMA.5 para 28(h) — requiring Parties to submit national fossil fuel phase-out plans consistent with Paris goals and equity principles.
• Calls on high-income countries to redirect fiscal gains from subsidy removal toward international climate finance and debt-free contributions.
• Ends public finance for fossil fuels, shifting it toward the clean energy transition.

2️⃣ Recognition that fossil fuel subsidy reform is a finance measure — redirecting even part of the >$1.1 trillion in annual subsidies could cover a substantial share of the $1.3 trillion target needed by 2035.
